GABAIDULLA Alibekov
Was born in 1870 in Uralsk edge. Has ended teacher's seminary. Labour activity has begun the translator in the Ural district police, then some years have successively served the volost manager in Uile and Sonaly.
The organizer and the chairman of congress of the Kazakhs who have taken place on April, 19-22th, 1917 on April, 5th, 1920 is selected in members of Kazrevkoma. Besides duties of a member of Kazrevkoma, G.Alibekov conducted active public work on maintenance of the population with the foodstuffs, on investigation of extreme events in Akmolinsky, Aktyubinsk, Adajsky districts.
On September, 14th, 1920 the management of again created Commissariat of justice was entrusted to it. On September, 24th, 1920 G.Alibekov has signed the first order.
On October, 20th Narkomjustu is entrusted to start immediately working out of the project of Position about Narkomjuste, to the organisation of national courts. G.Alibekova's basic lines of activity on a post of the national commissioner: promulgation of the laws reflecting to the politician of the Soviet power; formation of new methods of struggle against criminality; a management of an organizational work of the courts and revolutionary tribunals.
At G.Alibekove projects of the first decrees about cancellation of a bride money, about struggle with барымтой, the decree "About the marriage right of Kirghiz (Kazakhs)" have been prepared. Under its management in the end of 1920 on republic it has been created 231 judicial and 111 investigatory sites.
G.Alibekov occupied a post of the national commissioner of justice till October, 17th, 1921
In 1923 the first commissioner of justice has died.
Was born in 1892 in territory of the Bukeevsky horde. In 1916 (1917) has finished faculty of law of the Kazan university.
On March, 13th, 1918 has been selected by the commissioner of zemelno-water department.
On May, 7th, 1918 it is appointed by the commissioner on agrarian questions. In 1919 it is accepted in numbers of Communist Party and it is directed to Orenburg where fulfilled duties of the secretary of ground department ревкома, a member of board of the Orenburg Workers' and Peasants' inspection, the head of department, the chairman of executive committee of Bukeevsky province.
In October, 1921 Kazispolkoma S. Bekmuhamedov's decision has been appointed by the commissioner of justice. The period of activity of S.Bekmuhamedova in Narkomjuste covers process of formation of the Commissariat, definition of methods of struggle against criminality, creation of regional national courts, instructing of tribunals, later - carrying out of judicial reform, acceptance of the first Soviet laws, creation of republican Office of Public Prosecutor and legal profession.
At S.Bekmuhamedove the Decree about struggle with скотокрадством has been confirmed by Kazispolkomom, projects of Laws "About Office of Public Prosecutor", "About legal profession" are prepared, radical restructuring of law enforcement bodies has begun. Under the Law "About Office of Public Prosecutor" duties of the public prosecutor were assigned to the commissioner of justice. Since August, 1st, 1922 Bekmuhamedov fulfilled duties and the public prosecutor of republic.
S.Bekmuhamedov was the initiator of entering of additions in the legislation of RSFSR - articles about punishability have been entered into IX part of the Criminal code of RSFSR барымты, thefts of the bride, the interdiction on kun - material compensation for murder of the person was imposed, the circular about an interdiction of a cannibalism has been accepted.
S.Bekmuhamedova's activity on posts of the people's commissar of justice and the public prosecutor of republic proceeded till October, 15th, 1922
Bekmuhamedov Sh. has died in 1958 in Alma-Ata.

Since November, 1919 - the chairman-instructor of the Kustanay district, then - the manager of district department of formation. March, 8th, 1922 under the decision of congress of Councils it is appointed the deputy chief of district Food committee. On September, 1st the same year, already being the party member of Bolsheviks, passes to a post of the assistant manager the Kustanay provincial department of national education.
Since May, 1923 it is appointed the assistant manager department of propagation and propaganda of the Kustanay provincial committee, and since November - the secretary of committee.
Since April, 1924 - the assistant manager department of propagation and propaganda of the Kazakh regional party committee.
On September, 9th, 1924 - the people's commissar of justice of Kazakhstan and the public prosecutor of republic. These posts occupied till November, 1924 Being the people's commissar, Eralin has confirmed Position about the maximum updating of structure of provincial courts. At it the board of the Commissariat of justice has discussed a question on strengthening of control over activity of industrial establishments and the enterprises regularly detaining payment of the salary.

Since February, 1930 - the deputy director of Aktju-Binsky building, since October, 1934 - the chairman of management of the Kazakh regional cooperative union of invalids. Last years N.Eralin held a post of the secretary of Chujsky regional executive committee.
On March, 7th, 1938 it is shot. In January, 1960 it is rehabilitated.
Was born in 1896 in Zhetysusky province, in an aul № 2 Kasteksky volosts of Almaty district in a family of the peasant. Having ended an eight-year classical grammar school in True, has arrived on faculty of law of the Warsaw university, has ended only three courses.
In November, 1918 became member РКП (). The same year - the secret agent and the assistant to the Zhetysusky commissioner on extreme affairs in Tashkent, in a month - the committee-man, directed to Kuldzhu. In 4 months - a member of board of regional executive committee.
В1919 Has been again withdrawn to Tashkent where became a member of Regional party committee. Till 1920 fulfilled duties of the committee-man and the secretary, has entered Zhetysusky party later and worked in Bureau of Moslems. In the end of 1920 has been appointed by a member of the military court of 3rd division of Turkish front where served till 1921 Till the end of 1922 - managing investigatory department.
In the beginning of 1923 has arrived to China as the extreme ambassador, has organized resettlement home refugees-Kazakhs from Chuguchaka. In the end of the same year has been appointed by the public prosecutor of Zhetysusky area. In 1924 it is translated on a post of public prosecutor КАССР.
On November, 27th, 1924 K.Boranbaev is appointed by the national commissioner and the public prosecutor of republic. It executed these duties only six months. On April, 15-19th, 1925 - K.Boranbaev the participant V общеказахского congress. It has prepared the information on public prosecutor's supervision, on activity for congress is judicial-investigating bodies also notary's offices.
On May, 27th, 1925 under the decision V общеказахского K.Boranbaeva's congress replaces Saduakas Mambeev. K.Boranbaev is translated in commissariat structure.
In 1928 K.Boranbaev is excluded from the party and compelled to disappear in Kirghizia.
Since 1931 - the livestock specialist of the Ground national commissariat in Uzbekistan.
In the beginning of 1933 it is detained. For an open protest among K.Boranbaevu's prisoners the death sentence which has been carried out on January, 15th, 1938 in Magadan is taken out.
Was born in 1898 г, in settlement Shieli of Perovsky district of Syr-Darya area. In 1914 has ended the Russian-Kazakh school and has arrived in the higher school. In 1918 has been accepted on year pedagogical courses in Tashkent.
July, 1922 - the assistant to the public prosecutor of Syr-Darya area on the Tashkent district. Since March, 1923 studied on biennial courses in Moscow. In the beginning of 1925 - the public prosecutor of Zhetysusky province, in April, 1925 - the commissioner of justice and the public prosecutor of republic.
On November, 25th, 1925 in Kzyl-Orda has opened II общеказахский congress of the Soviet workers of justice, on which S.Mambeev has made speech. S.Mambeev the first who on pages of periodicals began to mention legal questions, publishing articles in the Kazakh and Russian languages.
Since May, 1925 till January, 1926 by S.Mambeevym it has been signed over 100 letters in law enforcement bodies, comments are prepared for accepted laws, Bar Rules are confirmed the Instruction "About a quality monitoring behind a consequence".
Under its initiative training term on the central-Asian courses has been prolonged for 2 years, and to Kazakhstan 35 places have been allocated; in Kzyl-Orda at a commissariat legal courses are opened. From the end of 1927 Mambeev - a member парткомиссий, the chairman of supervisory commission of regional party committee.
Since 1931 till February, 4th, 1938 - the public prosecutor of department across Kazakhstan Tsentralnoaziatsky military district.
В1938 It is sentenced by board of the Supreme court of the USSR to 10 years of imprisonment. After departure of this term in 1949 it is again arrested and sent on constant settlement to Siberia.
In September, 1955 S.Mambeeva's business has been reconsidered also former judicial decisions are recognized by become invalid. Has died in 1958
Was born in 1898 in Sarysusky volost (nowadays the Karaganda area).

In 1924 it is appointed by the vice-president of the people's commissar of the finance, subsequently it is directed by the chairman of Syr-Darya provincial executive committee.
On January, 17th, 1928 it is appointed by the national commissioner of justice and the public prosecutor of republic.
Under Z.Saduakasova's direct control check of performance of the Decree about confiscation was spent. At the initiative of Z.Saduakasova on Council of National Commissioners norms of IX part of the Criminal code were discussed and the decision them to toughen was accepted. Thanking its efforts by the end of jurymen of 1929 50,5 percent, Kazakhs made of them 105 - women.

Later it worked as the head of department of transport of regional party committee, the secretary of Almaty regional and city party committees. Staying on a post of the vice-president of Council of national commissioners, fulfilled duties of the editor of the newspaper "Sotsialistik Kazakhstan".
Directly communicating with writers, it was the initiator of set of discussions about the future of the Kazakh Soviet literature, reviewed new products, focusing attention young on preservation of national spirit.
On September, 17th, 1937 has been arrested.
Was born in 1901 in Sarykolsky area of the Guryev district of the Ural province in a family of the peasant. Five years has studied at the Guryev Kazakh school. The need has forced to refuse study, in search of means of subsistence was employed by the yard keeper, the coal miner.
Till 1927 Gurjev - Dossor worked on oil manufacture in Makate, in the Volzhsko-Caspian trust of a fish economy, the ordinary worker on building of the railway. In June, 1927 has been selected by the vice-president of management of trade union of miners. In March 1929 г it is appointed by the head of department of the Kazakh Soviet trade union.
In the end of 1929 it is directed for study to the Higher school of trade-union movement of the All-Union Central Council of Trade Unions.
On April, 15th, 1930 it is appointed by the national commissioner and the public prosecutor of republic.
Held this post more than two years, it was twice selected in bureau Kazkrajkoma, was the candidate for members of KazTsIKa. It were years of "the class approach" at an establishment of a measure of punishment.
According to the decree of KazTsIKa it has provided the organization and functioning of public courts. In the first months 1932 in territory of Kazakhstan it has been created 2204 public court which structure included 14 984 persons.
In July, 1933 B.Ajtmagambetov is appointed to the post the chairman of executive committee of the Guryev district. In February, 1935 it is translated by the decision of Kazkrajkoma in the West Kazakhstan area.
On December, 25th, 1937 it is arrested. On November, 13th, 1938 B.Ajtmagambetov is sentenced by the decision of board of the Supreme court of RSFSR to execution.
Was born on November, 13th, 1896 the Birthplace precisely it is not established. Has ended the Samarkand elementary school, then four-year city school. After its termination in 1914 Kattakorgana (Uzbekistan), later - the translator worked as the copyist of district management. Here it is appointed by the chief of district militia.
In February, 1918 it is directed to management of Mitaksky regional militia. In June, 1919 A.Zharmuhamedov has been accepted in Bolshevik party, the same year appointed by the chairman of the district commission on extreme affairs in Kattakorgane.

Having returned home, A.Zharmuhamedov worked in the beginning as the assistant to the national commissioner on trade, then the chairman of executive committees Semipalatinsk, Aktyubinsk regional, Almaty city Councils.
Since November, 9th, 1933 - the commissioner of justice. The main duty of judicial authorities those years was also control over target use of a livestock of cattle. For carrying out of such control in the beginning of 1934 A.Zharmuhamedov has organized Regional council of workers of justice.
Thanking its persistence the offer on opening has been approved at Almaty institute of the Soviet building of legal branch.
In 1935-1940 A.Zharmuhamedov - the chairman of executive committee of Aulieatinsky area of Uralsk.
On September, 21st, 1940 A.Zharmuhamedov has died.
Was born in 1900 in an aul of Nura of the Karaganda area.
From the first days of October revolution took part in revolutionary movement, in activity of "the Democratic union of youth", Zhas the Cossack "has entered the revolutionary Union of youth".

It has translated into the Kazakh language a number of proceedings, works of art. The novel "As the steel" for the first time on the Kazakh language became tempered has been translated X. Жусупбековым.
Since January, 1935 - the commissioner of justice. At X. Жусупбекове the faculty of law at Almaty institute of the Soviet building has been transformed to legal institute.
H.Zhusipbekov was the delegate of XVII congress ВКП (), congress of trade unions; IV, V, VI regional party conferences, in 1927, 1932, 1936 was a member of bureau of regional committee VKP (), in 1935-1936 - a member of Presidium of executive committee of Kazakhstan.
On February, 26th, 1938 Hamza Zhusipbekov has been shot.
Was born in August, 1897 in the Kyzyl-Orda area in a family of the peasant. In 1910-1919 worked as the concreter at brick-works of the Kyzyl-Orda station, the smith in railway depot.
In 1918 has joined the ranks of party. In October, 1919 it is directed on six-monthly courses of the Tashkent partijno-Soviet school.
In 1921-1922 - the deputy chief of Extreme committee of the Tashkent area, the assistant to the secretary of Turkestani regional party committee.
In the beginning of 1923 has come back in Syr-Darya area, held a post of the chairman of regional executive committee, managed organizational department of party committee. In 1925 on II общеказахском congress of Councils KASSR has been selected by the national commissioner of internal affairs КАССР. В1928-1930 - the chief of school of Red militia. In 1930 has arrived to study in the Moscow academy of planning. In 1933 upon termination of academy the Regional party committee has directed its chairman of Executive committee to one of especially living in misery large areas - the Karaganda area.
On April, 17th, 1936 on council of the National commissariat of justice of RSFSR of S.Eskaraev has presented the detailed report on justice and on Office of Public Prosecutor of Kazakhstan. The special decision consisting of 19 points, directed on qualitative improvement of material support of law enforcement bodies of republic was as a result accepted. For a small time interval thanking its persistence working conditions of law enforcement bodies are improved: financing of building of a building of the Commissariat of justice is brought in the budget of 1937. In the Aktyubinsk, West Kazakhstan, Karaganda areas national law schools have opened. At the Kazan institute of 50 places it has been allocated to Kazakhstan.
Not without S.Eskaraeva's achieving independence of judicial-investigatory service assistance, the autumn of 1936 in Kazakhstan had been created independent Office of Public Prosecutor.
The post of the commissioner of justice of S.Eskaraev occupied till August, 17th, 1936, then worked as the vice-president of Council of National Commissioners.
In the summer of 1937 S.Eskaraev has been arrested.
